OUR SOLUTION – THE 3-LAYER MODEL.

The 3-Layer Governance Model.

A hybrid structure that balances community ownership with technical and financial oversight.

Layer 1 (Community Water Management Board)

A 9-person governing board (minimum 50% residents). Roles: Chairman, Vice-Chairman, Secretary, Treasurer, Technical Officer, Youth Rep, Health Officer, Community Elder, WHFL Representative. Responsibility: Policy, budgeting, tariff collection, and reporting. 

Layer 2 (Technical Oversight)

WHFL provides engineer training, spare parts sourcing, quarterly water quality testing, and bi-annual technical audits. Responsibility: Protecting engineering standards. 

Layer 3 (Financial Accountability)

Dual-signatory bank accounts, published quarterly reports, and digital asset monitoring. Responsibility: Ensuring every kobo is accounted for and reinvested in maintenance. 

KEY GOVERNANCE PRINCIPLES.

  • Dual Signatory: No single person can withdraw funds.
  • Term Limits: 2-year terms. Maximum 2 terms to prevent power concentration.
  • Transparency: Quarterly Townhall meetings for the entire community.
  • Enforcement: WHFL reserves the right to dissolve and reconstitute a board for fraud or negligence.
